Housing is a Human Right
HHR is an organization of housing advocates who understand that safe and affordable housing is a basic human right. We believe that:
- housing that requires more than 30% of a family’s income is not accessible to that family,
- housing containing lead, mold, or other health hazards is unsafe
- families and individuals should not be excluded from apartment buildings, housing developments, or neighborhoods because of racial, ethnic, or economic discrimination.
Indiana is one of only six states that does not permit tenants to receive recourse when a request for repair or replacement of essential services or potential health hazards, has been ignored. A tenant’s only right is to sue the landlord in court, a process unavailable to tenants unable to afford a lawyer. Once again, the 2023 Indiana General Assembly has refused to act on proposed legislation that would protect tenants seeking safe and affordable housing.

Any property that has an RSVP certification should at least be in generally habitable shape, and indicates that the landlord is at least somewhat engaged in the process of that. To be clear, just because there is a code violation or an RSVP inspection failure, it doesn’t mean that the person is a bad landlord. Sometimes they can fail a property for relatively minor reasons
